Drop the pack
One field, any number of files, in any language. Each document is classified, read and given a read state. A file that cannot be read says so, with the reason, and stays in the record.
The structure assembles
Ownership is reconstructed edge by edge to the natural person. The branch that stops is a designed object: a dashed edge ending in a recessed node, with the reason it stops written beside it. It is not a failure state and it is not retried.

Registers, sanctions and PEP lists, and the issuer itself where the issuer will confirm. Every answer is stored whole with the date its data was current — and a failed enquiry is kept apart from an answer that does not exist.
Coverage is computed
Against your requirement set, jurisdiction pack and risk matrix. Each versioned, each stamped on the result. Closed is not green: a requirement satisfied on the client's own evidence is not a claim of independent verification.
The limit is named
Every documented outcome carries the source that was asked, why that source cannot answer, the substitute the jurisdiction accepts, and the date. The header counts them as results, not blanks.

The decision file is a paginated dossier: a cover, the position, the evidence with its provenance, and the documented outcomes in full. It prints in greyscale without losing a state, and it verifies without asking us. The cover is the one place the rich register returns.
